I've never been able to get solid-works to treat it as a single sheet metal part because it won't do flanges on curves and also won't do them off what it thinks is part of a bend. you have to add a small tangent for it to recognize an edge that can have a flange on it.By using the Base Flange/Tab, create a circle with a small gap in it.
